Are old heating pads safe?

If you have an electric blanket, replace it with a new heating pad. Don't put anything on top of a heating pad or electric blanket when it's not in use. Electric blankets may get overheated if they are covered by other blankets or pets. Is this true? A fire could be started by folded or tucked in blankets.
