Can a bad breaker cause a dryer not to heat?

An electric dryer can run with a partial voltage, but it won't heat unless it has a full voltage. Even if the circuit breaker doesn't look like it tripped, it could have. Is this true? The back of the dryer may have a burned, broken or loose connection to the power cord.
