Can a clogged toilet cause low water pressure?

I have a toilet that is not working. I have very slow draining pipes and I always have problems with them. Is this true? There are several things that can cause low water pressure, including a partially closed or malfunctioning shut off valve, a crimped water line, or deposits in older galvanized pipes.
