Can I use a 35v capacitor instead of an 25v?

In general, switching from 25V to 35V will not cause you any problems until the above mentioned parameters are comparable. Once you start to exceed 35V, you will find less and less high performance capacitors available (most of the lower parts of ESR tend to be 25V or less).
