Can you add a ground wire to an outlet?

Most of the time, yes. Attaching a ground wire from the outlet to the box is useless if there isn't a ground wire attached to the box. If the box were connected to the ground through metal, it would be acceptable. A ground bond test is needed to make sure the conduit is connected properly.
