Can you discharge a capacitor with a multimeter?

You can use the multimeter to read the voltage on the leads. The reading should be close to 9 volts. The Capacitor is discharging through the multimeter, which will cause the voltage to discharge quickly to 0V. The capacitor should be replaced if it doesn't retain that voltage.
