Can you hook jumper cables to a starter?

The starter needs to start the engine. Is that correct? Attach the black/negative jumper cable to the negative terminal of the battery if the engine doesn't start. The starter's positive terminal has a red cable. A bad ground is the problem if the starter cranks the engine.
