Can you plug a 15 amp plug into a 10 amp socket?

It is not legal to put a 10 A plug on a 15A device because 10A GPOs can't handle the current. If you want to fit a 15A GPO, you should get an Eleco. Make sure the wiring is up to date and there isn't a lot of other load on the circuit.
