Do all new build houses have to have a downstairs toilet?

Building regulations already demand that all houses have downstairs toilets and that homes with three or more bedrooms must have room for a downstairs shower. Is this necessary? Half of the growth of new households will be made up of people over the age of 65, according to the Government.
