Do capacitors change voltage?

Changes in voltage are opposed by a capacitor. If you increase the voltage across the Capacitor it will respond by drawing current as it charges If you have a non-zero internal resistance, that's assuming you have a voltage source. The stored charge can be released if the voltage is dropped across a Capacitor.
