Do i need a gfci outlet if i have a gfci breaker?

Only one device per circuit is required for GFCI protection. You should not have a GFCI outlet downstream of a GFCI breaker. When it trips, you don't know where to reset it, and it will be an unpredictable pain to deal with. GFCI Outlets do not have to have breakers.
