Do isolation valves reduce flow?

If you run the network pressure system and the taps are not suitable (and you can get appropriate taps only for gravity-based systems), closing the insulation valves does nothing. What you do is restrict the flow, so when you completely open the taps, the flow is less to reduce the splashback, etc.
