Do resistors change voltage?

Current and voltage can be affected by Resistors. Is this true? If we know the resistance is 150, the current through the set of resistors is 10 Amps, then the voltage to drive that amount of current would be 10 times greater than the resistance. There is a supply voltage of 1500 volts.
