Do you need a GFCI outlet if you have a GFCI breaker?

Only one device per circuit is needed for GFCI protection. You should not have a GFCI outlet downstream of a breaker. When it trips and you don't know where to reset it, it will be an unpredictable pain to deal with. GFCI Outlets don't have to have breakers.
