Does a double 15 amp breaker equal 30 amps?

3600 watt of power is achieved by 120 volts x 30 Amps. Is that correct? If a 30 Amp double pole breaker was on each leg, a 20 Amp double pole breaker would be on each leg. The double breaker on each leg is 7.5 Amps. There isn't a circuit breaker made for the residential box.
