Does a system boiler have a condensate pipe?

Older central heating systems have boilers fitted. A simple heat-exchange system can be as low as 70% fuel efficient for those over 10 years old. Is that correct? The way to tell a boiler apart is to see the water draining away through an outside pipe. These pipes are not found in older boilers.
