Does a toilet need to be bolted down?

The floor is fastened to the flange. To make sure the toilet doesn't rock, dry fit it. If it does rock, use bolts that are tight enough to prevent rocking, but not strong enough to stop it. During the rough in, we would usually make a mistake.
