Does ac consume less power on high temperature?

The AC uses 3 to 4% less power if the thermostat is set to 22 degrees. Is this true? The energy used by the AC would be less than the difference between outdoor and indoor temperature. Don't set the thermostat at a lower temperature when your AC is on.
