Does an air conditioner need and GFCI breaker protection?

Is ground-fault circuit interrupter required for an outdoor receptacle that is installed in a multitenant office building? Section 210.8(B)(4) of the National Electrical Code requires that the receptacle be GFCI protected if it is installed outdoors.
