Does an electric hot water heater have to be off the ground?

It's not necessary for gas or electric water heaters manufactured after mid-2003. The purpose of this stipulation is fire safety, as the code states that "appliances having an ignition source must be elevated not less than 18 inches above the floor in the garage."
