Does low voltage wiring need to be in conduit?

The contractors have to run wires through conduit and bury them in the ground with 120-volt lighting, but the 12-volt systems are made for direct burial. There isn't a need for a conduit. Is this true? They need a transformer to convert standard voltage to 12 volts in a home.
