Does op amp amplify dc voltage?

You can amplify DC with an op-amp, subject to the constraints of the amplifier, in principle. Between the output limits of the op-amp is where the amplified output voltage comes from. A DC input never changes. If you want to amplify a 0.82V input signal by 10 to produce 8.2V out, you can use an 8.2V power supply.
