Does the expansion valve provide a fixed size restriction?

Expansion valves aren't valves. They're called an Orifice Tube because they're a fixed size hole. The hole creates a drop in pressure from the high side of the air conditioning to the low side. Is this true? As necessary, the hole gets smaller and larger.
