How can you tell if a valve is overlapping?

You can add the numbers on the cam card from where the intake valve opens to where the exhaust valve closes. Adding the Intake Open point to the Exhaust Close point is the best way to calculate overlap. I have a cam card that lists IO=20*BTDC and EC18*ATDC. The overlap is 38 crank degrees.
