How do I replace an electric baseboard heater?

Turn off the appropriate breaker in your circuit panel to start the process of replacing a baseboard heater. Pull the wires from the panel, then twist them together and attach a plastic wire cap. If you want to remove the panel from the wall, you have to cut the power wire there.
