How do you convert ac to dc voltage?

The peak voltages of 10 and 14 are the same as 10 and rms. If you divide the peak AC value by 1.4 you can convert it to the equivalent DC voltage. A rectified DC voltage of 10 volts is produced by a peak AC voltage of 14 volts.
