How do you depreciate an HVAC system?

According to the Chief Counsel of the IRS, heating, ventilation, and air conditioning units installed outside of a building are not qualified leasehold improvement property. The units have to be depreciated over 39 years instead of 15 because the business could not depreciate them over 15 years.
