How do you fix a toilet flapper that closes too fast?

Make sure the chain has only a small amount of slack by removing the lid from the tank. The arm should only move 1/2 inch before you hit the trip lever. The water level should be adjusted. The toilet paper should be placed in the water in the bowl. The toilet needs to be flushed. Does it properly flush?
