How do you get rust out of the inside of a toilet tank?

The water should be turned off. The tank needs to be emptied before the toilet can be flushed. A paste of equal parts of mild scouring powder, cream of tartar, and hydrogen peroxide should be mixed together. The paste needs to be applied to the rust stains. The stains should be sprayed with white vinaigrette. Is this true? Allow the tank to fill by turning the water on at the valve.
