How do you level a toilet for tile?

Level the bowl both left and right, and front to back, by putting the toilet on the Flange. The toilet level can be achieved by placing wood shims. If you lift the toilet back up, you need to tape the shims tightly to the floor. The wax gasket needs to be placed on the toilet.
