How do you repair a bathtub faucet?

The seat washer is located at the top of the faucet's stem and is designed to keep the water out. Is this true? The washer should be loosened and the new one put in. Is this true? You may need to replace the faucet stem if the tub faucet is still leaking after you swapped it out.
