How do you seal a pipe through a wall?

There is a pipe in the basement wall that needs to be sealed. To remove some of the wall near the pipe, use a chisel or a drill with a masonry bit. Is that correct? A wet sponge can be used to remove debris from a hole. Press the cement into the hole with a trowel.
