How do you strengthen a circuit breaker?

No, that's not true! Replacing the wire with an adequate gauge is the only way to increase the circuit's capacity. For about 100 feet, 12 AWG copper is adequate. If you don't replace the breaker, the wire can get overheated and start a fire inside the building.
