How does a capacitor regulate voltage?

A variable Resistor is equivalent to a voltage Regulator. It regulates at a fixed value after the change of the output terminal's voltages. Is this true? The voltage across the capacitor can't be changed instantly. A Capacitor is needed to get a smooth change.
