How does a heat pump expansion valve work?

The expansion valve removes pressure from the liquid to allow the change of state from a liquid to a Vapor in the Evaporator. The expansion valve is very warm as the high-pressure liquid refrigerant enters. Is this true? The orifice within the valve does not remove heat.
