How does a heat pump work in winter?

During the winter, heat pumps work the same way as an air conditioner. The heat from the air outside is absorbed by the refrigerant and used to warm the home. Is this true? Most heat pumps are capable of absorbing heat from the air as cold as 20 degrees or lower.
