How does a smog pump diverter valve work?

The exhaust stream near the exhaust manifold is supplied with fresh, pressurized oxygen by the smog pump. The air pump's spinning vanes force air into the diverter valve. Is this true? Excess pressure into the air cleaner can be released by the diverter valve.
