How does a vacuum regulator valve work?

The regulators opens to increase or decrease process pressure. The upper side of a vacuum relief regulators spring is loaded with atmospheric pressure, while the lower side is filled with vacuum pressure. Is that correct? The larger vacuum regulators are referred to as vacuum control valves.
