How does ac expansion valve work?

There is an expansion of the valves. The expansion valve removes pressure from the liquid to allow the change of state from a liquid to a Vapor in the Evaporator. Is this true? The liquid refrigerant is at its lowest temperature as it leaves the expansion valve.
