Is it better to undersize or oversize a boiler?

My naive hypothesis would be that the bigger boiler would be better in the colder days while the smaller would be better the rest of the time. So if you expect a few days of design, a little smaller is better than a little bigger. On the contrary, if you expect a lot of design days, a little bigger is better.
