Is it normal for a gas stove to be hot all the time?

The pilot light is there to make sure there is no gas leaking out of the system and to start the system if necessary. It's as safe as the utility is. It's meant to always be on, so there are probably no adjustments required. It shouldn't be 'hot' in the stove, but you should feel warmth.
