Is it OK to put a 15 amp outlet on a 20 amp circuit?
As long as it is not the only outlet in the circus, 15AMP outlets are fine. It's referring to a single receptacle, a microwave outlet. Code requires that a 15A single receptacle be a 15A circuit with a 15A breaker.
