Is stabilizer required for dual inverter AC?

Does an AC dual-inverter not need a stabilizer? There is a question about Quora. Please see the attached picture. If the home's voltage fluctuates beyond the range of 145–289V, you don't need a Stabilizer. There is no need for a stabilizer if the voltage is within the specified range.
