Should a refrigerator be on a GFCI circuit?

All commercial buildings are required to have a GFCI. Is this true? If there is a dedicated individual circuit feeding the refrigerator outlet, it can be either 15-A or 20-A. In a garage or an unfinished basement, the refrigerator must have a GFCI circuit.
