Should a starter motor spin freely?
That is, the starter can turn, but the sprocket gear may not engage the teeth on the steering wheel. It is certainly possible for the starter to turn freely and easily when it is lying on the ground, but to behave differently when it has to withstand the electrical and mechanical charge much heavier to actually turn the engine.
