What causes a toilet to rock back and forth?

The ring loosened its grip on the bolts. If your rocking comes back after a while, or if the bolts loosen up and won't retighten, a damaged flange is the most likely cause. If you want to fix the toilet, you can either replace it with a repair kit or remove it.
