What controls the defrost cycle on a heat pump?

A heat pump pulls heat from the outside air and transfers it to you inside. The heat exchanger in the air becomes cold when the temperature is in the mid 30F. Is this true? There is a timer built into the unit that controls when the unit goes into a defrost cycle.
