What happens if I use a 15 amp outlet on a 20 amp circuit?

It is not a safe place. It is expected that the cord that's plugged into the outlet should not exceed 15 Amp, so you can use a 15 Amp rated outlet on a 20 Amp circuit. The higher the draw the higher the cord and plug needs to be.
