What is considered as low voltage?

It's low risk. In the range of 50 to 1000 V AC or 120 to 1500 V DC, the supply system low voltage is defined by the International Electrotechnical Commission. The mains voltages used by domestic and light industrial consumers are referred to as low voltage.
