What is stronger pipe or tubing?

Due to tighter manufacturing tolerances, tubing is more expensive than pipe. Most of the time, the stated and measured OD's of tubing are almost exact, but copper tubing generally has a measured OD that is larger than stated OD. Perhaps it should be called copper pipe.
